The Coronavirus Aid Relief and Economic Security (CARES) Act which authorized the Higher Education Emergency Relief Fund I (HEERF I), the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA) which authorized the Higher Education Emergency Relief Fund II (HEERF II) and American Rescue Plan which authorized the Higher Education Emergency Relief Fund III (HEERF III) provides funding to institutions to distribute emergency financial aid grants to students whose lives have been disrupted and are facing financial challenges. The U.S. Department of Education (Department) provided colleges with guidance that emergency financial aid grants under Section 18004(c) of the CARES Act and CRRSAA may only be given to those who are or could be eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965, as amended (HEA). Citrus College acknowledges that the institution signed and returned to the Department the Certification and Agreement and the assurance that the institution intends to use no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide emergency financial aid grants to students.

Coronavirus Aid Relief and Economic Security Act, 2020 (CARES Act)

Citrus College received $7,429,415 in CARES Act funds. Fifty percent of the allocation, $3,714,708 was designated to assist students currently eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965. The other half of the funding is allocated to institutions to partially offset any allowable costs associated with significant changes to the delivery of instruction due to the coronavirus.

Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA)

Citrus College received $14,643,671 in CRRSAA funds. Citrus College will use no less than $3,714,708 received under CRRSAA section 314(a)(1) to provide emergency grants to assist students eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965. The institutional portion of $10,928,963 received by Citrus College may be used to defray expenses associated with coronavirus (including lost revenue, reimbursement for expenses already incurred, technology costs associated with a transition to distance education, faculty and staff trainings and payroll), and to carry out student support activities authorized by the HEA that address needs related to coronavirus.

American Rescue Plan (ARP)

Citrus College received $25,351,326 in ARP funds. Citrus College will use no less than $12,505,937 received under CRRSAA section 314(a)(1) to provide emergency grants to assist students eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965. The institutional portion of $12,452,006 received by Citrus College may be used to defray expenses associated with coronavirus (including lost revenue, reimbursement for expenses already incurred, technology costs associated with a transition to distance education, faculty and staff trainings and payroll), and to carry out student support activities authorized by the HEA that address needs related to coronavirus.

As of June 30, 2023, Citrus College has disbursed a total of $20,328,726 in HEERF student emergency financial aid grant funds. These grants have been awarded to help eligible students with expenses such as food, housing, course materials, technology, health care related to the disruption of campus operations due to the coronavirus.

Citrus College has a $7,709,874 remaining allocation in CRRSAA and ARP funds available to disburse to directly to students as an emergency grant. In spring 2022, Citrus College anticipates awarding the remaining allocation to student students who meet the criteria to receive HEERF grants under 86 FR 26608 for spring 2022.

Spring 2022 Student Eligibility

Citrus College awarded and disbursed emergency financial aid grants to students who were eligible on April 4, 2022. Grant amounts are prioritized based on students demonstrating exceptional need. Students who do not meet the eligibility and enrollment requirements on April 4, 2022 are not eligible. The amount of the grant will be awarded based on the student's enrollment status and Expected Family Contribution (EFC) on the date of disbursement. Eligible students enrolled on April 4, 2022 will receive:

  • Full-time [12 or more units]:
    • $1,750 (EFC less than or equal to 5846)
    • $875 (EFC greater than 5846)

  • Three-quarter time [nine (9) to 11.5 units]:
    • $1,300 (EFC less than or equal to 5846)

Award amounts for spring 2022 are subject to change on the date of disbursement. Citrus College is required to disburse all remaining funds by May 2022, therefore award amounts may change based on the number of students eligible and the units enrolled on the date of the disbursement. Eligible students will receive an email with their award detail by April 6, 2022.

Students that may have been eligible to complete the COVID-19 Relief Fund application, yet do not qualify to submit a FAFSA or CADAA and were notified by the International Student Center to submit the application to confirm eligibility. Students eligible for this grant, are eligible for the award amounts listed above based on enrollment and the EFC greater than 5846 criteria by March 11, 2022. Students eligible for this award will be disbursed by the end of the spring 2022 term.

Citrus College automatically awarded and disbursed emergency financial aid grants to eligible students on October 7, 2020. Students who did not meet the eligibility and enrollment requirements on October 7, 2020 are not eligible. The amount of the grant was awarded based on the student's enrollment status on October 7, 2020. Students enrolled:

  • Full-time [12 or more units]: $500
  • Three-quarter time [nine (9) to 11.5 units]: $375
  • Half-time [six (6) to eight and one-half (8.5) units]: $250
  • Less than half-time [less than six units]: $125
  • Students enrolled in noncredit courses will receive $50

Spring 2020 Student Eligibility

  • Students must be enrolled in at least 0.5 units for spring 2020.
  • Students must have a valid 2019-2020 Free Application for Financial Aid (FAFSA) on file with Citrus College.
  • Students must have remaining financial aid eligibility. Students who have exceeded their eligibility will need to submit an additional form.
  • Students must make a refund selection via BankMobile Disbursements to have their grant funds deposited into their personal checking or savings account or into a BankMobile Disbursements checking account.

Spring 2020 Grant Amounts
Citrus College will automatically award and disburse emergency financial aid grants to eligible students. The amount of the grant will be prorated based on the student's enrollment status.

  • Students enrolled full-time [12 or more units] will receive a grant in the amount of $500.
  • Students enrolled three-quarter time [nine (9) to 11.5 units] will receive $375.
  • Students enrolled half-time [six (6) to eight and one-half (8.5) units] will receive $250.
  • Students enrolled less than half-time will receive $125.

Citrus Community College District has received $27,095,676.00 from the Department of Education pursuant to the institution's certification and agreement to support efforts to shift to remote instructions, as well as $2,654,574 in minority-serving institution funds to support efforts and to recover limited revenue losses.
