SPECIALIZED PROGRAMS DEFINED
W-RATE CERTIFICATION
Whole Family Foster Home (WFFH) and Shared Responsibility Plan (SRP) is also known
as SB500 Training. A Whole Family Foster Home provides care for a teen parent and
his/her non-dependent child and is specifically recruited and trained to assist the
teen parent in developing the skills necessary to provide a safe, stable and permanent
home. A Shared Responsibility Plan is an agreement between the WFFH care provider
and the teen parent as to the care and rearing of his/her non-dependent infant or
child.
SPECIAL CARE INCREMENT (offered in Spanish and English)
The special care increment (SCI) training is 12 hours foundational training (replacing
D and F rate pre-service training) for resource parents who are caring for children,
adolescents and non-minor dependents who require specialized care resulting in resource
parents going above and beyond the basic level of care (LOC) to meet a child's health,
physical, emotional, behavioral, educational, permanency and family service needs.
This training covers an overview and explanation of LOC and SCI, substance use, medication
and behavior management, the impact of trauma on development, navigating the educational
system, birth parent engagement, self-care and resources for successful SCI placement.

model designed to ensure child safety and promote lasting stability. This innovative
intervention builds on family strengths and provides intensive, comprehensive and
culturally responsive care. Our wraparound team includes a facilitator, child and
